Summer Campus participants visit a lecture of the Minister of Communications and Mass Media Nikolai Nikiforov in Kazan
On July 20, the Minister of Communications and Mass Media Nikolai Nikiforov met the students in the International Information Centre on the territory of the Universiade Village.
In the course of the lecture, the expert told about the target program on the development of information technologies till 2018. The key points of the strategy include modernization of the system of electronic public services, IT-sphere, media and post, as well as improvement of the communications’ quality. The Minister remarked that by 2018, 70% of the population are to have access to electronic public services, by 2015, the "one window" project must be 90% implemented. Nikolai Nikiforov stressed, "Information technologies are the main driver of this reform." He also emphasized the necessity to eliminate digital inequality, to expend the penetration of LTE networks and to provide all major Russian transportation junctions with qualitative communications. The expert commented, "A 10% Internet penetration creates prerequisites by 1.5%." Within the framework of the lecture, the Minister outlined the importance of creating conditions for intensifying development and support of the IT industry. Nikolai Nikiforov said, "IT is a perspective point for strengthening the national economy. We want the industry growth to be three times higher than the GDP growth rate and to have twice as many specialists working in the sector." The expert believes that nowadays, Runet offers great opportunities for the youth start-ups. As an example, the expert cited statistics of the largest Russian Internet resources: capitalization of the "Yandex" amounted to 10 billion dollars, Mail.Ru Group - 8 billion dollars.
After the expert lecture, there was a question/answer section, in the course of which the Campus participants had a unique opportunity to hear the speaker’s opinion on a number of pressing issues. The students were interested in the development prospects of the Federal State Unitary Enterprise "Russian Post", such as transfer to the demutualization mechanism, or a possibility to hand over the company to private management, forming specialized platforms for electronic discussion of laws and interactive elections. The Minister told about the existence of such platform for gathering and prioritizing proposals – the resource "Russian Public Initiative", which gives a legally fixed opportunity to file a petition. The expert also commented on the issues of providing the Far East regions with fibre-optic networking, internet fraud, orientation of other authorities on the information technologies development, creation of a personalization system for each electronic service, etc.
In conclusion of his speech, Nikolai Nikiforov remarked, "I sincerely envy you because when I was a students, there were no such platforms for meaningful communication. Each of you should clearly define your place in the economic system in general. You should focus on a starting point. Today, you have fantastic opportunities: venture investments, start-ups, social lifts in public sector. We have it all today, but you need inner motivation and will power. If you take up persistent and firm position, you will surely succeed."
On July 20, the Summer Campus participants also visited Kazan - the capital of the host country. Within the framework of the sightseeing tour, the students saw the sights of the historical city centre: the Kazan Kreml, the orthodox Annunciation Cathedral, main mosque of the Republic of Tatarstan Kul Sharif. The students also enjoyed the sights of the Island-city of Sviyazhsk.
