Graduated from the Moscow State University of Railway Engineering majoring in system engineering. Holds a PhD in Economics.
During his studies, he worked at different departments of the institute and took part in creating information systems. Following his graduation, Mr. Yablonsky was invited to one of the first joint IT-companies. He was engaged in automation of the work of government authorities including the Supreme Council of the Russian Federation.
At the same time he worked as a journalist for specialized computer magazines, later he worked at the television, where he acted as a moderator and prepared stories about information technologies.
In 1993 he founded Information and Analytical Centre at the Department of Education of the city of Moscow, the leading Russian platform for implementation of the target project "Information and Educational Space of the Region"
In 1997 he was awarded with the Prize of the President of the Russian Federation for the development and practical implementation of the integral concept “Informative and Educational Space of the Region”
Winner of the contests "Manager of the Year - 2002" in the nominations "Science and Education", "Education Leader", "Manager of the Year - 2006" in the nomination "Information Technologies".
He currently works as Social Projects Director for the Agency for Strategic Initiatives and is a member of the ASI Board.
